The FIA has partially eased the restrictions imposed on Russian and Belarusian competitors following the invasion of Ukraine, allowing drivers, teams and officials from the two countries to once again compete under their national symbols. National flags and anthems can now be used in international FIA competitions, while the ban on Russia and Belarus hosting international events remains in place.
The change removes several conditions introduced in 2022, when Russian and Belarusian drivers, teams and race officials were permitted to participate in FIA-sanctioned competitions only under specific restrictions. Those measures included a ban on representing their countries and a requirement to sign a commitment to political neutrality. At the time, the FIA had set out the commitments Russian and Belarusian competitors were required to accept before taking part.
FIA removes neutrality requirement for Russian and Belarusian competitors
The restrictions were revised during the World Motor Sport Council meeting held on 3 August, followed by a communication from the FIA Legal Office published only minutes ago. Russian and Belarusian drivers, teams and race officials are now permitted to participate in international FIA competitions without signing the neutrality commitment.
They are also once again allowed to use national symbols, including their countries’ flags and anthems. Their participation will, however, remain “subject to compliance with all applicable transnational, national and local laws”.
The decision therefore represents a significant easing of the framework introduced in 2022, removing the requirement for competitors from Russia and Belarus to participate without representing their respective countries.
Formula 1 still cannot return to Russia
One important restriction remains unchanged. Russia and Belarus are still prohibited from hosting international FIA competitions, meaning Formula 1 cannot return to Russia unless the governing body issues a further change to its policy.
Russia is consequently absent from the 2026 Formula 1 calendar, and the most recent Russian Grand Prix remains the 2021 race at Sochi.
That event ended with Lewis Hamilton taking victory after a chaotic conclusion, ahead of Max Verstappen and Carlos Sainz. Ferrari finished on the podium through Carlos Sainz, while Charles Leclerc ended the race in 15th place. The full outcome is available in ScuderiaFans’ 2021 Russian Grand Prix Ferrari race report.
FIA says restrictions could be reintroduced
The FIA stressed that it continues to closely monitor developments in the war in Ukraine. The governing body has also reserved the right to reintroduce measures and restrictions if circumstances make such action necessary.
The FIA’s position now differs from that of the FIM, motorsport’s international governing body for motorcycle racing. The FIM continues to exclude Russian and Belarusian riders and representatives entirely from its competitions.
