This is what Scalabroni said on the topic in an interview with the Pit-Talk podcast:
“The Red Bull is a good car, not exceptional as everyone believes. But there is a driver who is exceptional compared to other drivers. Max Verstappen is the difference-maker. When you see that the times are close between two drivers driving the same car, it shows that the car is very good and can be easily pushed to the limit.” – he explained.
“I think if Max Verstappen had been driving the Ferrari in the Austrian GP, he would have won. Because the difference wasn’t so evident between the Red Bull and Ferrari. The fact is that the RB19 lost in certain parts of the circuit compared to the Ferrari, but Max Verstappen still managed to make the difference. And it’s not the car, considering that Sergio Perez couldn’t make the difference like Verstappen.
