2023 F1 budget cap: teams ok, two power unit manufacturers penalized for procedural errors. 2023 F1 budget cap: The 10 teams have complied with the financial regulations.

The FIA has confirmed the results of the checks carried out by the Cost Cap Administration (CCA) concerning the expenses of the teams that participated in the 2023 F1 World Championship. As per regulations, the Cost Cap regime has included power unit manufacturers since last year, and it is in this area that the International Federation identified two violations involving Honda and Alpine.

The two engine manufacturers were found guilty of procedural violations, but the FIA clarified that neither of the companies exceeded the spending limits set by the regulations.

“Both Alpine Racing SAS and HRC acted in good faith at all times,” the FIA emphasized. “Both are currently cooperating with the CCA to clarify the matter. Given the nature of the violation, the complexities of the new financial regulations for power unit manufacturers, and the challenges associated with their first year of implementation, the CCA intends to propose that these two power unit manufacturers resolve their respective violations through an Accepted Breach Agreement (ABA).”

This is an agreement between the FIA and the team (or power unit manufacturer) that involves the payment of a fine. A similar case occurred with Williams in 2022, which was also a procedural error.

For power unit manufacturers, the 2023 Formula 1 season was the first under the Cost Cap regime. The limitations were introduced to control the development of the new generation of power units set to debut in 2026, and it is in this area that the procedural errors of Alpine and Honda were found.

As for the teams, the FIA confirmed that all ten teams that participated in the 2023 F1 World Championship fully complied with the current financial regulations.
