The Azerbaijan Grand Prix could eventually leave the streets of Baku as plans advance for a new Formula 1 circuit on Fire Island, a major artificial-island development in the Caspian Sea. The track forms part of the wider Sea Breeze resort project and is being considered as a possible future home for the country’s F1 race, although no definitive agreement or timetable for a relocation has yet been established.
Sea Breeze and China Construction Infrastructure Co. Ltd., one of the largest construction companies in China and globally, have formalised a cooperation agreement centred on the Fire Island development. The artificial island forms part of the master plan for the Sea Breeze resort city and is intended to combine premium residential and tourism infrastructure with a potential Formula 1 venue.
Fire Island project includes possible future Azerbaijan GP circuit
The agreement was signed by Cai Jianzhou, deputy general manager of CSCEC Infrastructure, and Emin Agalarov, founder and owner of the Sea Breeze resort city. The two sides intend to combine their respective expertise in development and operational management, engineering, investment and financing to support the project in a coordinated way.
Fire Island is planned as a new artificial island covering approximately 268 hectares in the Caspian Sea. Its master plan includes modern residential and tourism infrastructure developed in line with sustainable-development principles, while project coordination is being handled by Rustam Khikmatulloev, who is facilitating relations between Sea Breeze and the Chinese partner.
Most significantly for Formula 1, the development includes plans for a circuit intended to host the Azerbaijan Grand Prix. The proposal forms part of a longer-term ambition to move the race away from the current street venue in central Baku, where Formula 1 currently competes on the distinctive Baku City Circuit.
Why Azerbaijan could consider moving F1 away from central Baku
A purpose-built circuit on the artificial island could remove some of the logistical limitations associated with staging a Grand Prix on public roads in the capital. The current event requires extensive road closures and creates significant disruption to normal city traffic, issues that would be reduced by moving Formula 1 into a dedicated resort environment.
The planned Fire Island circuit is being developed with international standards in mind, with specialist experts in the design of FIA-category racing facilities expected to be involved. The island itself is designed in the shape of a flame, referencing Azerbaijan’s historic identity as the Land of Fire.
The Formula 1 track would therefore sit within a much broader high-end residential and tourism development rather than functioning as an isolated motorsport facility. For comparison, the existing Baku venue combines narrow Old City sections with an exceptionally long waterfront straight, characteristics that have made it one of the most distinctive stops on the Formula 1 calendar.
No final agreement yet to move the Azerbaijan Grand Prix
The cooperation agreement confirms the intention to build a racing circuit as part of Fire Island, but it does not establish a detailed construction timetable or confirm that the Azerbaijan Grand Prix will definitely relocate from Baku.
For now, the proposal should therefore be viewed as a major development project with Formula 1 ambitions rather than a completed agreement to replace the existing street race. Baku remains the established home of the Azerbaijan Grand Prix, whose circuit history and records can also be explored through the ScuderiaFans F1 Circuit Records & Statistics section.
Who are CSCEC Infrastructure and Sea Breeze?
CSCEC Infrastructure is wholly owned by China State Construction Engineering Corporation Limited and is one of the group’s main platforms for infrastructure investment, construction and operations. Its activities cover municipal projects, transport, energy, electricity, water, environmental protection, communications and new infrastructure.
Sea Breeze, meanwhile, is a resort city on the Caspian Sea coast around 20 minutes from Baku. More than 3.5 million square metres of commercial and residential property have already been developed and brought into use across an area exceeding 1,000 hectares.
The resort combines a coastal setting with a range of architectural styles and modern premium infrastructure, offering residential, leisure and entertainment facilities for both residents and visitors. Fire Island would expand that vision further, with the proposed Formula 1 circuit potentially becoming one of its most prominent features if the Azerbaijan Grand Prix relocation plan ultimately progresses.
