A few observations:
Robert Kubica is the “quickest” because he participated in only two races with relatively short lap lengths and times (Zandvoort and Monza).
Charles Leclerc is slower than Antonio Giovinazzi because the Monegasque driver was not able to start the Monaco Grand Prix which has a very short lap time compared to other tracks.
Times were calculated by taking every single lap from each driver which was quicker than 120 seconds (thus accounting only for “real” racing laps) and dividing the total time from those laps with the amount of laps.
